Discovery of anchor shackles leads to experiments in pervertibles:
They are stainless steel, fairly inexpensive at $7 each and have a good bit of weight to them but not so much as to make it uncomforable. I threaded two high on my scrotal sack and they sit quite nicely on top of my balls pushing them to the bottom. The fit is perfect and I can actually sit down and walk while wearing it.
For security, you can run a small lock between two of the shackles “end pins” which have pre-drilled holes just waiting for a lock. Once a lock was threaded through there, it would be quite impossible to remove without a cutting torch.
Others come up with assorted variations.

Another option is to get (a few) bull-nose-rings, and replace the ‘break-off’ screw ( !!! ) with a nice little screw, i.e. a hex-nut-screw. The rings comes in steel, or even in brass (I’ve been told). I guess, that with some sorts of rings, you’d even be able to thread a tiny padlock through the holes intended for the break-off bolt !
