Top: the person in charge, leading, directing controlling the scene.
The advantage of the term is its neutrality, minimal cultural assumptions about the role. E.g., some tops are pure sadists with no interest in dominance as such.
In gay male relationships it is often used without implications of power exchange for a sex partner who performs anal penetration.
As with most labels it requires qualification to have useful meaning.
